Abstract
The paper presents a number of problems associated with the lack of or shortcomings of current legislation that defines the notion and scope of service infrastructure access in Poland and other EU Member States. It is these problems that have largely contributed to the introduction of the changes to be made by the implementation of the provisions of Directive 2012/34.
