Abstract
The aim of this publication is to present the EU legal regulations concerning the issue of transfer and lease of individual rights to use radio frequencies. The basic function of these regulations is to increase users’ access to frequencies and more effective and efficient use of spectrum. This publication presents the formation and development of the EU concept of transfer and lease of individual rights to use radio frequencies, legal framework in force and consequences of these regulations for EU member states.
