Abstract
The article presents the analysis of the modifi cation of regulatory policy aims defi ned in the European Electronic Communications Code (EECC). The key changes are related to the promotion of investment in Very High Capacity Networks and strengthening the development of the internal market. An increasing role of online platforms in the modern society demands also the introduction of partially same rules for providers of ‘traditional’ communications services and OTT’s providers. The article analyses the reasons of changes in regulatory policy and the impact of this policy drift on the communications market in EU.
Abstrakt
Przedmiotem artykułu jest analiza zmodyfikowanych celów polityki regulacyjnej określonych w EKŁE. Kluczowe zmiany obejmują kwestie promowania inwestycji w sieci o bardzo dużej przepływności, a także wzmocnienie celu polegającego na budowie jednolitego rynku wewnętrznego. Z kolei rosnąca rola platform internetowych skutkuje próbą objęcia regulacjami dla sektora łączności elektronicznej dostawców usług OTT. Autor analizuje jakie przyczyny stoją za zmianami w stosunku do dotychczasowej polityki regulacyjnej, a także jaki może być ich wpływ na funkcjonowanie rynku łączności elektronicznej w UE.
