Abstract

An important place in the strategy of promoting health of modern societies, especially in the post-pandemic world, is played by orienting recommendations on how to spend free time towards tourism and recreation in the natural environment. The utilitarian nature of this type of activity is associated with the need to respect legal provisions, relating to the use of statutory forms of nature conservation, as well as non-statutory protection areas. The aim of the study is to characterize the tourist-recreational use in both of the abovementioned types of ecological habitats, and to indicate the similarities and differences in the conditions of this use, taking into account legally recognized forms of activity, and the permissible scope of infrastructure investments. Within the statutory forms of nature protection, the analysis includes national parks, nature reserves, landscape parks, protected landscape areas and NATURA 2000 areas. The characteristics of non-statutory nature areas include forests with special natural values, promotional forest complexes, world biosphere reserves, and UNESCO natural heritage areas. The analysis carried out, regardless of the status of the nature areas, indicates a legislative desire to maintain harmony between human needs and the ecological stability of the surrounding sub-natural spaces.

Abstrakt

Ważne miejsce w strategii promocji zdrowia współczesnych społeczeństw, szczególnie w świecie postpandemicznym, zajmują rekomendacje dotyczące spędzania wolnego czasu ukierunkowane na turystykę i rekreację w środowisku przyrodniczym. Utylitarny charakter tego typu aktywności wiąże się z koniecznością poszanowania przepisów prawnych, odnoszących się do korzystania zarówno z ustawowych form ochrony przyrody, jak i z pozaustawowych obszarów ochrony. Celem opracowania jest scharakteryzowanie wykorzystania turystyczno-rekreacyjnego na obu wyżej wymienionych typach siedlisk ekologicznych oraz wskazanie podobieństw i różnic w warunkach tego użytkowania, z uwzględnieniem prawnie uznanych form aktywności i dopuszczalnego zakresu inwestycji infrastrukturalnych. W ramach ustawowych form ochrony przyrody, analizie poddano parki narodowe, rezerwaty przyrody, parki krajobrazowe, obszary chronionego krajobrazu i obszary NATURA 2000. Do obszarów naturalnych nieustawowych zalicza się lasy o szczególnych walorach przyrodniczych, kompleksy leśne promocyjne, światowe rezerwaty biosfery oraz obszary dziedzictwa przyrodniczego UNESCO. Przeprowadzona analiza, niezależnie od statusu obszarów naturalnych, wskazuje na ustawową potrzebę zachowania harmonii między potrzebami człowieka a ekologiczną stabilnością otaczających go przestrzeni subnaturalnych.
